Procurement Audit Checklist – Fire Blankets

EFRS-1:2025 is a European Fire Blanket Reference Specification based on EN 1869:2019, providing an objective framework for product positioning, procurement evaluation, and compliance verification.

EFRS-1:2025 – Annex B
Purpose: buyer verification & tender support

This checklist translates EN 1869:2019 requirements and the European Fire Blanket Reference Specification into 20 objective yes/no verification points for procurement files, supplier comparison, and on-site audits.

How to use: For each “Yes”, archive at least one piece of objective evidence (photo, declaration, test reference, or inspection record). If a supplier makes marketing claims (e.g., “EN compliant” or “Class F suitable”), validate the wording and evidence rules in the Normative Annex.

Section 1 – Identification & Traceability

  1. Is the standard reference clearly stated as EN 1869:2019 (including year/edition)?
  2. Are the supplier name and address printed on the packaging?
  3. Is a model or type number stated?
  4. Is a batch number present for traceability?
  5. Are the dimensions in meters printed on the packaging?

Section 2 – Dimensions & Intended Use

  1. Are all sides between 1.0 m and 1.8 m as required?
  2. If positioned for clothing fires: is the size at least 1.2 × 1.8 m?
  3. Is the intended use clearly limited to incipient-stage fires?

Section 3 – Deployment Performance

  1. Is evidence available that the pull-out force ≤ 80 N?
  2. Is evidence available that extraction is possible in ≤ 4 seconds?
  3. Is the packaging designed for intuitive, single-action deployment?

Section 4 – Electrical & Thermal Safety

  1. Is electrical resistance ≥ 1 MΩ verified across the blanket?
  2. Is test evidence available for thermal resistance according to EN 1869:2019?
  3. If marketed for kitchens: is Class F aligned performance verifiable?

Section 5 – Marking & Language Compliance

  1. Is the marking printed white on a red background?
  2. Is the wording “FIRE BLANKET” (or national equivalent) in capitals and at least 20 mm high?
  3. Are all instructions provided in the national language of sale?

Section 6 – Mandatory Instructions

  1. Are the following instructions present in the local language:
    • “Switch off heat”
    • “Cover burning material completely”
    • “Leave covered until cool”
  2. For 1.2 × 1.8 m blankets: is the instruction present:
    • “Cover the victim with the blanket and smother fire”
  3. Is the statement “DISCARD AFTER USE” included together with periodic inspection guidance?

Scoring guidance

  • 20/20 – Full alignment with EFRS-1:2025
  • 17–19 – Minor formal gaps; corrective actions required
  • ≤16 – Product should not be considered equivalent for professional procurement

Evidence recommendation

For each “Yes”, the buyer should archive at least one of:

  • Photograph of packaging or marking
  • Supplier declaration with test report reference
  • Independent EN 1869:2019 test summary
  • Internal inspection record
