1. Purpose and Scope

This document defines a procurement-grade reference framework for fire blankets evaluated against EN 1869:2019.

It translates relevant technical, documentary, marking and user-information requirements into an objective and auditable structure to support:

  • professional buyer evaluation and tender documentation;
  • product conformity and documentation verification;
  • supplier, product and batch traceability;
  • consistent user information and safer deployment;
  • OEM and private-label product assessment;
  • fair comparison of products claiming conformity with EN 1869:2019.

The framework may be used by professional buyers, distributors, OEM customers, private-label partners, quality managers, product managers and other technical decision-makers operating in international markets.

It applies to fire blankets intended for household, hospitality, catering, facility-management and light-commercial environments where fire blankets are used for incipient-stage fire suppression and, where their dimensions and instructions support this application, clothing-fire intervention.

The framework should be used together with EN 1869:2019, the manufacturer’s instructions, relevant test documentation and all legislation or national requirements applicable in the country where the product is supplied or used.

2. Operational Definitions

  • Fire blanket: a flexible fire-suppressing textile intended to smother flames by restricting the oxygen supply.
  • Incipient-stage fire: an early-stage fire that remains small enough to be approached and completely covered safely with a portable first-response device.
  • EN 1869:2019 conformity: documented conformity with the applicable construction, dimensional, deployment, electrical, fire-performance, marking and information requirements of EN 1869:2019.
  • Class F suitability: suitability for cooking-oil and cooking-fat fire scenarios under the European fire classification system, supported by applicable fire-performance evidence.
  • Supporting evidence: test reports, declarations, technical data, product drawings, packaging documentation, traceability records or other objective information used to substantiate a product claim.
  • Responsible supplier: the manufacturer, importer, distributor, private-label owner or other responsible economic operator, depending on the applicable supply chain and market.

3. Intended Use Scenarios

3.1 Primary applications

A fire blanket evaluated as conforming to EN 1869:2019 may be intended for:

  1. Smothering incipient fires involving cooking oils and cooking fats, small solid combustibles and similar limited fuel loads.
  2. Covering and smothering burning items where complete coverage is feasible and safe access can be maintained.
  3. Clothing-fire intervention where the blanket dimensions, product documentation and instructions support this application.

3.2 Non-intended use

Fire blankets are not intended for:

  • fully developed room or compartment fires;
  • metal fires or reactive chemical fires;
  • vehicle traction-battery fires;
  • use as a Fire Limitation Blanket for electric vehicles;
  • ongoing use as a permanent heat shield;
  • large fires that cannot be completely covered;
  • situations where safe access cannot be maintained;
  • situations in which evacuation is the correct risk-control measure.

4. Dimensional Requirements

Fire blankets evaluated within this reference framework are expected to be rectangular or square.

In accordance with the dimensional scope associated with EN 1869:2019, no side should be:

  • smaller than 1.0 m; or
  • larger than 1.8 m.

Clothing-fire suitability

Within the DVM Fire Blanket Reference, positioning a fire blanket for clothing-fire intervention requires minimum dimensions of:

  • 1.2 × 1.8 m.

Blankets smaller than 1.2 × 1.8 m should not be represented within this reference framework as suitable for clothing-fire intervention.

5. Construction and Material Integrity

5.1 Edge integrity

Edges should resist fraying and tearing during normal storage, removal, handling and deployment.

Seams, binding and attachment points should remain intact during expected handling and extraction from the packaging.

5.2 Flexibility and deformation resistance

The blanket should be capable of being fully rolled around a rod of 50 ± 2 mm diameter along each axis parallel to the outer edges without permanent deformation or damage.

5.3 Product consistency

Construction, dimensions, fabric, coating where applicable, edge finishing, pull tabs and packaging should remain consistent with the product that is covered by the supporting test and technical documentation.

6. Deployment Performance

Deployment performance applies to the complete product as supplied, including the blanket, pull tabs and storage packaging.

To support practical usability, extraction performance should be evaluated against the following limits:

Time required to extract the blanket from the bag or box ≤ 4 seconds
Electrical resistance ≥ 1 MΩ

Excessive pull-out force, damaged packaging or delayed extraction may increase hesitation and deployment errors during an incident.

Deployment evidence should relate to the actual product configuration being offered, including the type of bag or box, the pull-tab construction and the way in which the blanket is folded and stored.

7. Electrical Safety Requirement

The electrical resistance of the blanket should not be less than 1 MΩ at any measured point on the blanket.

This requirement supports safer handling near small electrical appliances. The electrical or heat supply should still be switched off whenever this can be done safely.

A fire blanket should not be treated as electrically insulating personal protective equipment and should not be used to touch exposed live components.

Suppliers should be able to provide objective evidence supporting any electrical-resistance claim made for the product.

8. Mandatory Marking and Identification

Each fire blanket packaging unit should carry durable and clearly readable marking that enables the product and responsible supplier to be identified.

This should include:

  • manufacturer, supplier or other responsible economic operator name and address, as applicable;
  • standard reference: EN 1869:2019;
  • model or type identification;
  • blanket dimensions in metres;
  • batch number or equivalent traceability information.

8.1 Print format

  • Required fire-blanket marking should be presented clearly and with sufficient contrast.
  • The conventional format associated with EN 1869:2019 is white text and pictograms on a red background.

8.2 Product-name prominence

The wording “FIRE BLANKET”, or its appropriate national-language equivalent, should:

  • appear in capital letters; and
  • have a minimum character height of 20 mm.

8.3 Language requirements

Mandatory user-facing information should be supplied in the language or languages required in the country where the product is marketed.

For international, multilingual, OEM or private-label supply, the required language versions should be agreed and documented before production.

9. Mandatory Pictograms and User Instructions

Packaging should include clear pictograms and instructions covering at least the following actions.

9.1 Extraction

  • how to remove the blanket from the bag or box;
  • how to hold the blanket while protecting the user’s hands;
  • how to approach and cover the fire safely.

9.2 Critical action statements

Clear equivalent wording should be provided in the required market language or languages for the following instructions:

  • “Switch off heat”;
  • “Cover burning material completely”;
  • “Leave covered until cool”.

9.3 Clothing-fire instructions for 1.2 × 1.8 m blankets

  • “Cover the person with the blanket and smother the fire,” or equivalent clear wording in the required language.

This instruction should only be used where the blanket dimensions and supporting documentation justify clothing-fire positioning.

9.4 Disposal

  • “DISCARD AFTER USE,” or equivalent wording in the required language.

9.5 Periodic inspection

Instructions should prescribe periodic checking. DVM recommends a documented visual inspection at least once every year.

Failure to provide essential user instructions in the relevant language may increase foreseeable misuse and should be identified during procurement, supplier approval and product evaluation.

10. Performance Verification

Statements of conformity with EN 1869:2019 should be supported by applicable test and product documentation.

Supporting evidence should address, where applicable:

  • product identification;
  • dimensions and construction;
  • fabric and material specification;
  • edge and seam construction;
  • deployment and pull-out performance;
  • electrical resistance;
  • fire-performance testing;
  • marking and user instructions;
  • packaging configuration;
  • product and batch traceability.

Test evidence should be sufficiently detailed to establish which product, construction, size, packaging and model were evaluated.

Where a supplier offers multiple dimensions, packaging types, fabrics, coatings or private-label versions, the buyer should verify whether the supporting evidence applies to the specific configuration being purchased.

Integrity of conformity claims

Products positioned for kitchen, cooking-oil or cooking-fat fire use should not claim complete EN 1869:2019 conformity unless the relevant technical, fire-performance, marking and documentary requirements are supported by appropriate evidence.

11. Use Limits

A fire blanket should be treated as a single-use safety device after deployment on an actual fire.

  • It should be discarded and replaced after use.
  • It should not be returned to service after exposure to flames, burning materials, oil, cooking fat, chemicals or significant heat.

A fire blanket should not be used where:

  • the fire has developed beyond its incipient stage;
  • safe access cannot be maintained;
  • the blanket cannot completely cover the burning object or area;
  • flames or smoke threaten the user’s escape route;
  • the fire involves reactive chemicals or burning metals;
  • specialist firefighting equipment or trained emergency responders are required;
  • evacuation is the correct risk-control measure.

12. Inspection Criteria

Recommended periodic inspection: DVM recommends a documented visual inspection at least once every year.

The inspection frequency may need to be increased where products are exposed to demanding environmental conditions, frequent handling, contamination, vibration, moisture, heat or other foreseeable risks.

The inspection should include:

  • checking packaging integrity and the opening mechanism;
  • verifying that the blanket remains visible and accessible;
  • confirming that the product is mounted in its designated location;
  • confirming that pull tabs are intact and unobstructed;
  • confirming that instructions, product identification and markings remain legible;
  • checking accessible areas for visible damage, fraying or contamination;
  • checking for moisture exposure or unsuitable storage conditions;
  • confirming that the inspection status and product history remain traceable.

Routine inspection should normally be performed without fully unfolding the blanket, because unnecessary removal and refolding may affect correct deployment or introduce contamination.

Reject or replace the product if any of the following are observed:

  • frayed or torn accessible fabric or edges;
  • oil, chemical, dirt or moisture contamination;
  • damaged packaging;
  • a compromised opening or pull-out function;
  • missing or illegible mandatory markings;
  • damaged or missing pull tabs;
  • unknown product history;
  • loss of product or batch traceability.

13. Replacement Criteria

Replacement is required:

  1. after deployment on an actual fire;
  2. after mechanical damage or contamination;
  3. if essential markings, identification or instructions are missing or illegible;
  4. if product or batch traceability cannot be verified;
  5. if storage conditions are unknown or clearly unsuitable;
  6. if the packaging can no longer store or release the blanket correctly;
  7. if the blanket has been unnecessarily unfolded and cannot be restored to its documented deployment configuration;
  8. if the product no longer satisfies the supplier’s stated inspection or service-life conditions.

A stated warranty or service-life period does not remove the requirement for periodic inspection and does not justify retaining a visibly damaged, contaminated or untraceable product in service.

14. Procurement Audit Summary

A professional buyer should request objective confirmation of:

  • clear identification of EN 1869:2019;
  • identification of the manufacturer and responsible supplier;
  • verified product dimensions;
  • appropriate size for the stated application;
  • a minimum size of 1.2 × 1.8 m within this framework for clothing-fire positioning;
  • pull-out performance of no more than 80 N and no more than four seconds;
  • electrical resistance of at least 1 MΩ;
  • appropriate fire-performance evidence;
  • clear instructions and required pictograms;
  • correct market-language versions of the instructions and markings;
  • supplier, product and batch traceability;
  • applicable independent test reports or technical documentation;
  • consistency between the tested product and the offered product;
  • documented inspection, replacement and disposal information.
