1. Purpose and Scope
This document defines a procurement-grade reference framework for fire blankets placed on the European market and assessed against EN 1869:2019. It translates key normative requirements into an objective, auditable structure to support:
- buyer evaluation and tender documentation
- product compliance verification
- consistent user information and safe deployment
- fair comparison of products claiming EN 1869:2019 conformity
This framework is intended for household, hospitality, facility, and light-commercial environments where fire blankets are used for incipient-stage fire suppression and/or clothing fire intervention (where permitted by size).

2. Definitions (Operational)
- Fire blanket: a flexible fire-suppressing textile intended to smother flames by oxygen exclusion.
- Incipient-stage fire: early-stage fire that can be controlled by a portable device without specialized PPE.
- Class F suitability: suitability for cooking oil and fat fire scenarios (kitchen risk profile), requiring successful performance at the applicable level of the EN 1869:2019 test method.
3. Intended Use Scenarios
3.1 Primary applications
A fire blanket conforming to EN 1869:2019 is intended for:
- Smothering incipient fires involving cooking oils/fats (Class F risk), small solid combustibles, and similar limited fuel loads.
- Covering and smothering burning items where complete coverage is feasible.
- Clothing fire intervention only where the blanket dimensions meet the minimum requirement defined below.
3.2 Non-intended use
Fire blankets are not intended for:
- fully developed compartment fires
- metal fires (Class D) or reactive chemical fires
- ongoing use as a permanent heat shield
- situations where safe access cannot be maintained or where emergency evacuation is the correct control measure
4. Dimensional Requirements
Fire blankets shall be rectangular or square. No side shall be:
- smaller than 1.0 m, and
- larger than 1.8 m.
Clothing fire suitability (victim intervention) is limited to blankets with a minimum dimension of:

1.2 m × 1.8 m.
Blankets smaller than 1.2 × 1.8 m shall not be represented as suitable for clothing fires.

5. Construction and Material Integrity
5.1 Edge integrity
Edges shall not fray or tear under normal handling and deployment conditions.
5.2 Flexibility / deformation resistance
The blanket shall be capable of being fully rolled around a rod of 50 ± 2 mm diameter along each axis parallel to the outer edges without permanent deformation or damage.
6. Deployment Performance (Packaging: bag/box)
To ensure real-world usability, packaging and pull-out performance shall satisfy:

7. Electrical Safety Requirement
The electrical resistance of the blanket shall not be less than 1 MΩ at any point on the blanket.
This requirement supports safer handling near electrical appliances, subject to the user instruction to switch off power/heat where feasible.
8. Mandatory Marking and Identification (Bag/Box)
Each fire blanket packaging unit (bag or rigid box) shall bear durable marking including:
- Supplier name and address
- Standard reference: EN 1869:2019 (including the applicable CEN edition/year)
- Model and type number
- Blanket dimensions in meters
- Batch number for traceability
8.1 Print format
- Marking shall be white text on a red background.
8.2 Product name prominence
The word “FIRE BLANKET” (or the national-language equivalent) shall:
- be in capital letters, and
- have a minimum height of 20 mm.
8.3 Language requirement
All mandatory user-facing text shall be provided in one of the official national languages of the country where the product is marketed.
9. Mandatory Pictograms and User Instructions
Packaging shall include pictograms and clear instructions covering at least:
9.1 Extraction
- how to remove the blanket from the bag/box
9.2 Critical action statements (in the national language)
- “Switch off heat”
- “Cover burning material completely”
- “Leave covered until cool”
9.3 Clothing fire instruction (only for 1.2 × 1.8 m)
- “Cover the victim with the blanket and smother fire”
(also in the national language)
9.4 Disposal
- “DISCARD AFTER USE” (in the national language)
9.5 Periodic inspection
Instructions shall prescribe periodic checking; annual inspection is recommended.
Failure to provide these instructions in the local language constitutes a practical non-conformity for market deployment and increases foreseeable misuse risk.
10. Performance Verification (Test Compliance)
Conformity statements shall be supported by successful performance in the relevant EN 1869:2019 test methods, including:
- electrical resistance verification, and
- thermal/high-temperature resistance verification, including the required performance level relevant to Class F (cooking oils/fats) suitability.
Note on integrity of claims:
Products positioned for kitchen use should not claim full EN 1869:2019 conformity without verified performance aligned to the Class F risk profile.
11. Use Limits
A fire blanket is a single-use safety device:
- it shall be discarded after use.
It shall not be used where:
- the fire is beyond incipient stage,
- safe access cannot be maintained,
- the material cannot fully cover the burning object, or
- evacuation is the correct risk control measure.
12. Inspection Criteria (Operational)
Recommended periodic inspection (annual):
- check packaging integrity (bag/box, opening mechanism)
- verify that pull-out is unobstructed and intuitive
- confirm instructions and markings remain legible
- check for visible damage, fraying, contamination, or moisture exposure
Reject/replace if any of the following are observed:
- frayed/torn edges
- contamination (oil/chemicals)
- damaged packaging or compromised pull-out function
- missing/illegible mandatory markings
- unknown batch/traceability loss
13. Replacement Criteria
Replacement is mandatory:
- after any deployment/use
- after mechanical damage or contamination
- if mandatory markings/instructions are missing or illegible
- if batch traceability is absent or cannot be verified
- if storage conditions are unknown or clearly improper
14. Procurement Audit Summary (Buyer-usable)
A buyer should require objective confirmation of:
- EN 1869:2019 identification including year/edition
- verified dimensions within 1.0–1.8 m range
- 1.2 × 1.8 m minimum for clothing fire positioning
- pull-out performance (≤80 N and ≤4 s)
- electrical resistance ≥1 MΩ across the blanket
- full local-language instructions + required pictograms
- batch number traceability
- verified performance aligned to Class F kitchen risk use
