This Normative Annex is part of the DVM Fire Blanket Reference. It provides evidence-based rules for presenting technical characteristics, intended applications, conformity statements and supporting documentation on professional fire blanket product pages.
This annex defines a consistent structure for professional product claims and supporting evidence within the DVM Fire Blanket Reference.
It is intended for manufacturers, distributors, OEM customers, private-label partners, product managers, quality managers, technical writers and professional buyers reviewing fire blanket product information.
The annex helps distinguish between statements that can be supported by objective evidence and wording that may be incomplete, ambiguous or misleading.

This Normative Annex is part of a technical reference and procurement framework developed by DVM International B.V.
It is not an EN, CEN, ISO or government-issued standard. It does not create a separate product certification, constitute a legal conformity-assessment procedure or replace EN 1869:2019, applicable legislation, supporting test documentation or the manufacturer’s product instructions.
The term “normative” describes the rules applied within the DVM Fire Blanket Reference. It does not mean that this annex has been issued by an official standards organisation or regulatory authority.
A1. Zweck
This annex provides standardised, procurement-grade wording and structure for professional fire blanket product pages.
It is intended to:
- prevent ambiguous, exaggerated or unsupported product claims;
- promote consistent presentation of technical product characteristics;
- connect each material product claim with suitable supporting evidence;
- help professional buyers distinguish verified information from general marketing language;
- support consistent OEM and private-label product positioning;
- improve comparability between products and suppliers;
- support documentary review against EN 1869:2019.
Use of wording from this annex does not by itself demonstrate product conformity.
Every statement must correspond with the actual product specification, dimensions, construction, packaging, markings, instructions, language versions, traceability information and applicable test evidence.
A product claim should only be published when it is accurate for the exact product configuration being offered and can be supported by relevant, objective and traceable evidence.
A2. Scope of Product-Page Review
The annex applies to product information presented through:
- manufacturer and distributor websites;
- webshops and online catalogues;
- technical product pages;
- digital and printed product data sheets;
- tender documentation;
- OEM and private-label product presentations;
- commercial quotations containing technical claims;
- product comparison pages;
- marketplace listings;
- approved packaging or product artwork.
The same evidence principles should be applied regardless of whether the information is published by the manufacturer, importer, distributor, private-label owner or another party in the supply chain.
A3. General Rules for Product Claims
Product-page statements should be:
- specific and capable of objective verification;
- applicable to the exact product being offered;
- consistent with the available test and technical documentation;
- consistent with the product packaging and instructions;
- limited to the scope demonstrated by the evidence;
- written without unjustified absolute or universal claims;
- appropriate for the intended country and application;
- reviewed again after relevant product or packaging changes.
A claim should not be derived from a fabric certificate alone when the statement relates to the performance of the complete fire blanket, including its construction, dimensions, seams, pull tabs, folding method, packaging and user instructions.
A4. Permitted Product-Positioning Statements
The statements below may be used only where the complete underlying requirement is applicable, satisfied and supported by verifiable evidence.
A4.1 Conformity with EN 1869:2019
“Conforms to EN 1869:2019 – Fire Blankets.”
This wording should only be used where the available evidence supports the applicable requirements for the complete product being supplied.
It should not be used solely on the basis of:
- a fabric or material certificate;
- a general supplier declaration;
- an unrelated product test;
- a report covering a different size or construction;
- a report that cannot be traced to the offered product;
- partial testing presented as complete product conformity.
A4.2 Independent testing statement
“Independently tested against the applicable requirements of EN 1869:2019.”
The name of the testing organisation may be stated when it is accurate and supported by the applicable documentation.
The statement should not imply that the testing organisation has issued a product certification unless an actual certification scheme and certificate apply.
A4.3 Certification statement
“Certified to EN 1869:2019 under [identify the applicable certification scheme and certificate].”
A test report does not automatically constitute product certification. Certification wording should therefore only be used when a recognised certification process applies and the relevant certificate can be supplied.
A4.4 Dimension statement
“Finished blanket dimensions: [X] × [Y] metres.”
The dimensions should refer to the finished blanket and should be supportable by the product specification, test documentation or verified measurements.
Where relevant, the product page may additionally state that the dimensions fall within the applicable EN 1869:2019 dimensional range of 1.0 to 1.8 m per side.
A4.5 Clothing-fire suitability statement
“Suitable for clothing-fire intervention when used in accordance with the supplied instructions.”
Within the DVM Fire Blanket Reference, this wording should only be used for products:
- with minimum dimensions of 1.2 × 1.8 m;
- with suitable clothing-fire instructions;
- with a product configuration supporting the stated application;
- with supporting documentation consistent with the claim.
Products smaller than 1.2 × 1.8 m should not be positioned within this reference framework as suitable for clothing-fire intervention.
A4.6 Deployment-performance statement
“Packaging supports rapid deployment, with a pull-out force not exceeding 80 N and an extraction time not exceeding four seconds.”
The evidence should apply to the actual product as supplied, including:
- the bag or box configuration;
- the folding method;
- the pull tabs or release system;
- the blanket dimensions and construction.
A4.7 Electrical-resistance statement
“Electrical resistance is at least 1 MΩ at the applicable measured points on the blanket.”
This statement does not mean that the blanket is electrically insulating personal protective equipment.
It should not suggest that the product may be used to touch exposed live electrical components. The electrical supply should be isolated whenever this can be done safely.
A4.8 Product and batch traceability statement
“Packaging includes product and batch identification to support traceability and corrective action where required.”
This claim should only be used where the traceability information is actually present and can be linked to relevant production or supply records.
A4.9 Market-language statement
“Mandatory user instructions and pictograms are supplied in the language or languages required for the intended market.”
The actual languages supplied should be identified accurately.
A general multilingual claim should not be used where the product does not contain all languages required in the countries in which it is offered.
A4.10 Cooking-oil and cooking-fat fire statement
“Intended for small, contained cooking-oil and cooking-fat fire scenarios, supported by applicable EN 1869:2019 fire-performance evidence.”
The statement should be limited to small fires that can be approached safely and completely covered.
The product page should not suggest that all cooking-oil or cooking-fat fires can be approached safely.
Water must never be poured onto burning cooking oil or cooking fat.
A4.11 Single-use statement
“Single-use safety device. Replace after deployment on an actual fire.”
The product should not be presented as reusable after contact with flames, burning material, oil, chemicals or significant heat.
A4.12 Inspection statement
“Periodic visual inspection is required. DVM recommends a documented inspection at least once every year.”
More frequent inspection may be appropriate in professional, public, mobile, industrial, humid, contaminated or otherwise demanding environments.
A4.13 Warranty statement
“[X]-year product warranty, subject to the applicable warranty conditions, correct storage, periodic inspection and absence of damage or contamination.”
A warranty period should not be presented as an unconditional service-life guarantee.
A damaged, contaminated, deployed or untraceable blanket should be replaced regardless of any stated warranty period.
A5. Required Product Information
A professional fire blanket product page should identify the product sufficiently clearly for buyers to match it with the available technical, test and supply documentation.
Relevant information includes:
- product name;
- model or article number;
- finished blanket dimensions;
- bag or box configuration;
- applicable standard reference;
- intended applications;
- use limitations;
- material and construction information where relevant;
- single-use status;
- inspection and replacement guidance;
- available language versions;
- manufacturer or responsible supplier information;
- available test and technical documentation;
- traceability method;
- warranty conditions where applicable.
A6. Packaging Information
Product pages should not make claims about packaging markings or user instructions unless those elements are actually present on the product being supplied.
Depending on the applicable product and market requirements, the bag or box should provide clear information including:
- manufacturer, supplier or responsible economic operator information;
- EN 1869:2019, including the applicable edition or year;
- model or type identification;
- blanket dimensions in metres;
- batch number or equivalent traceability identification;
- “FIRE BLANKET,” or the appropriate market-language equivalent, displayed with the required prominence;
- required pictograms;
- instructions for removing and deploying the blanket;
- instructions to switch off the heat source where safe;
- instructions to cover the burning material completely;
- instructions to leave the fire covered until cool;
- discard-after-use instructions;
- periodic inspection guidance;
- clothing-fire instructions only where the product dimensions and intended use support that application.
A7. Supporting Evidence
Product-page claims should be supported by evidence appropriate to the specific statement being made.
Depending on the claim, relevant evidence may include:
- applicable product test reports covering relevant EN 1869:2019 requirements;
- evidence identifying the tested model, dimensions, construction and packaging configuration;
- cooking-oil or cooking-fat fire-performance evidence where that application is claimed;
- dimensional and construction records;
- measurements for extraction time, pull-out force and electrical resistance;
- approved packaging artwork showing markings, instructions and languages;
- photographs of the actual supplied product and packaging;
- technical data sheets and product drawings;
- batch-controlled production and quality records;
- traceability documentation;
- supplier declarations identifying the exact product and underlying evidence;
- inspection and replacement documentation;
- change-control records for OEM and private-label products.
Internal production or quality records can support routine production control, but they do not replace applicable product test evidence where testing is necessary to substantiate a performance claim.
A8. Evidence Hierarchy
Not all documents provide the same level or type of support. Product-page claims should be assessed according to the evidence required for the particular statement.

A9. Prohibited or Misleading Statements
The following statements should not be used unless their exact meaning, scope and supporting evidence make them demonstrably accurate.
- “EN approved” without identifying the exact standard, edition, product and supporting evidence;
- “Certified to EN 1869:2019” where no applicable product certificate has been issued;
- “Tested to EN 1869:2019” where only a material or partial requirement has been tested;
- “Complies with EN 1869:2019” where applicable performance, marking, instruction or traceability requirements are unsupported;
- “Suitable for clothing fires” on products below 1.2 × 1.8 m within the DVM Fire Blanket Reference;
- “Suitable for kitchen oil fires” without applicable and traceable cooking-oil or cooking-fat fire-performance evidence;
- “Suitable for all fires” or equivalent universal claims;
- “Fireproof” where the term may imply unlimited heat or flame resistance;
- “Reusable” after deployment on an actual fire;
- “Maintenance-free” where periodic inspection is required;
- “Safe on electricity” or wording suggesting electrical PPE protection;
- claims implying suitability for electric-vehicle traction-battery fires;
- claims suggesting that the fire blanket replaces evacuation, fire alarms, emergency services or other appropriate fire-safety measures;
- language claims that do not correspond with the actual packaging version;
- claims extending test results to different models, dimensions, materials, packaging types or private-label configurations without justification.
An independent test report records testing performed against identified requirements. A certificate is issued under a defined certification process or scheme.
Product-page wording should not convert a test report into a certification claim unless an applicable product certificate has actually been issued.
A10. OEM and Private-Label Product Pages
OEM and private-label product pages require particular attention because the branding and packaging may differ from the originally tested or documented product.
Before publication, verify:
- that the product construction and dimensions remain within the scope of the supporting evidence;
- that the bag or box configuration and folding method remain consistent with the documented deployment configuration;
- that the private-label model can be linked to the relevant product and test documentation;
- that required manufacturer, importer, distributor or brand-owner information is stated correctly;
- that all required market-language versions are present;
- that artwork and instructions have been reviewed and approved before production;
- that batch and production traceability remain available;
- that product or packaging changes are controlled and documented;
- that the continued applicability of test evidence is reviewed after relevant changes.
A change of branding alone does not necessarily invalidate technical evidence. However, changes to dimensions, materials, seams, pull tabs, folding method, packaging or instructions may affect whether the existing evidence remains applicable.
A11. International Product Pages
Product pages intended for more than one country should distinguish between:
- the technical standard used as a product reference;
- the countries in which the product is offered;
- the languages supplied on the packaging;
- the responsible parties in the supply chain;
- country-specific legal or marking requirements;
- available product and test documentation.
EN 1869:2019 may be used as a technical product reference in international procurement. This does not automatically establish compliance with every legal or market-access requirement in every country.
Buyers and suppliers should determine which additional national or local requirements apply in the intended market.
A12. Recommended Product-Page Structure
A professional fire blanket product page should present information in a logical order.
- clear product name and model;
- finished blanket dimensions;
- intended applications;
- applicable standard reference;
- verified performance statements;
- material and construction details;
- packaging and deployment information;
- marking and supplied languages;
- single-use and replacement information;
- inspection requirements;
- available test and technical documentation;
- traceability information;
- warranty conditions;
- important limitations and safety information.
A13. Standard Product-Page Reference Block
The following block may be adapted for professional product pages, provided that every statement is accurate and supported for the product being offered.
DVM Fire Blanket Reference
This product is documented and presented within the DVM Fire Blanket Reference, a professional technical and procurement framework informed by EN 1869:2019.
The available product documentation addresses applicable characteristics including dimensions, construction, deployment performance, electrical resistance, packaging markings, user instructions and product traceability.
Individual product statements apply only where the relevant requirement is satisfied and supported by evidence for the exact product configuration being supplied.
Within the DVM Fire Blanket Reference, only blankets with minimum dimensions of 1.2 × 1.8 m may be positioned for clothing-fire intervention.
Cooking-oil and cooking-fat fire positioning must be supported by applicable fire-performance evidence.
The DVM Fire Blanket Reference is not an EN, CEN, ISO or government-issued standard, does not create separate product certification and does not replace EN 1869:2019, applicable legislation or the manufacturer’s instructions.
A14. Product-Page Review Record
Before a professional product page is approved or published, the review record should identify:
- product name and model;
- blanket dimensions;
- bag or box configuration;
- brand or private-label version;
- intended countries or markets;
- supplied language versions;
- reviewed product claims;
- supporting evidence for each material claim;
- document titles, versions and dates;
- reviewer name or role;
- approval date;
- identified limitations or approval conditions;
- date or trigger for future review.
The page should be reviewed again when there is a relevant change to:
- the product specification;
- the material or construction;
- die Abmessungen;
- the bag, box or pull-tab configuration;
- the folding method;
- the packaging artwork;
- the supplied languages;
- the manufacturer or responsible supplier;
- the available test or certification documentation;
- the applicable standard or regulatory requirements.
A15. Relationship with Procurement Evaluation
This annex provides rules for product claims and product presentation. It should be used together with:
